Ability to create custom key value array in items

I want the ability to create item base variable but for list aka.. drop-down list or

CustomVar= [ a=>10, b=>20, c=>30]

Then this could be use like [CustomVar:A]

The only option is custom property but need to be more nimble and will work in other environments if programmed in at the item/ assembly level.
