Multiple/All Layer Visibility

I'm working on a project with multiple users, and each user has their own layer that they are working on so they don't affect others work and the page doesn't get too cluttered. As the project lead, I'd like to be able to have a way for some of my markups/notes to be visible on every layer so that the entire team sees this markup or note.

If there was an option to toggle on multiple layers at once or have an option to apply to all layers that'd be very helpful.
