For others who experience this, I wanted to let you know what caused this.

The new plan pages had a texture on it for some rock/gravel areas. This texture was made up of a large amount of points and lines. The PDF Snapping and Hi-Res rendering was causing a slow down when there was such a tremendous amount of point data.

For now, the work around was to disable PDF point snapping and Hi-res rendering while on those pages.

We will continue to optimize for speed with PDF pages that have a large amount of data.
