Drawing/ Markup Pen?

Hey team,

is there a markup tool? like a Pen that i can circle and draw markups on that isn't the actual takeoff tools?

As and example,

I need to send an RFI, if this wall will be cut and fill + double sided formwork (which i think it needs to be, but isn't drawn that way, so I want to mark it up to ask the engineer.
