Keep Tool Active when Switching Pages

We've had various users asking if we can keep the same takeoff tool active when you switch between pages (currently when switching pages it stops the currently active tool).

Do you think the default behavior should be to keep the tool active, or only something that is activated when a user enables it in Settings?
