Perhaps its a workflow problem, have you tried to have everyone takeoff on the same layer? I have the main hurdle is if user A turns off a object with the eyeball, user B it shuts it off on their end.

Copy that, yeah being a GC our clients want crazy breakouts all the time.......that is freaking hard to do after the fact, as it appears you are finding too.
